Chronicle of the foreign policy of independent Kazakhstan in 1999

January 10. According to the results of nation-wide presidential elections H.E. Nursultan Nazarbayev was elected as the President of Kazakhstan.

January 28. The President of Kazakhstan participated in the summit meeting of the World Economic Forum in Davos. H.E. Nursultan Nazarbayev put forward a proposal to hold in Almaty on regular basis “A small Davos meeting” for politicians and businessmen of Asian continent.

February 26. In Moscow the leaders of Custom Union county-members, including President of Kazakhstan, adopted a Treaty on Common Economic Area.

April 2. The President of Kazakhstan H.E. Nursultan Nazarbayev took part in CIS Council summit meeting held in Moscow.

April 16. The Leader of Palestine H.E. Yasser Arafat arrived in Kazakhstan on an official meeting. The honorable guest held a meeting with the President of Kazakhstan. Two leaders discussed the situation in the Middle East region.

April 19. The President of Kazakhstan H.E. Nursultan Nazarbayev held a meeting with H.E. Milos Zeman, Prime Minister of Czech Republic, who arrived in Kazakhstan on an official visit.

April 21. The President of Kazakhstan held a meeting with H.H. Sheikh Hamad bin Khalifa Al Thani, Emir of Qatar, who arrived in Kazakhstan on an official visit.

April 23. The President of Kazakhstan H.E. Nursultan Nazarbayev arrived in Washington to participate in NATO jubilee summit meeting.

May 21. The Minster of Foreign Affairs of Kazakhstan H.E. Kassymzhomart Tokaev took part in ECO ministerial meeting held in Baku. In his speech Kazakh Minister underlined the immediate need for promotion of economic cooperation among ECO members.

June 4. The President of Kazakhstan H.E. Nursultan Nazarbayev took part in CIS Council summit meeting held in Minsk.

July 6. The President of Kazakhstan H.E. Nursultan Nazarbayev held bilateral meeting with Turkish counterpart H.E. Suleyman Demirel.

July 14. The President of Moldova H.E. Peter Luchinsky paid an official visit to Kazakhstan.

August 24. In Bishkek the summit meeting of “Shanghai Five” (later transformed into Shanghai Cooperation Organization) was held. The leaders of China, Kazakhstan and Kyrgyzstan signed the trilateral Agreement on Border Junction Point.

September 2. In Astana the President of Kazakhstan H.E. Nursultan Nazarbayev met with the President of Armenia H.E. Robert Kocharian, who arrived in Kazakhstan on an official visit.

September 14. The first meeting of CICA Foreign ministers was held in Almaty (CICA - Conference on Interaction and Confidence Building Measures in Asia). During the event the final document was signed – Declaration of Principles, regulating interaction within the organization. CICA, initiated by the President of Kazakhstan, promotes stability and security in Asia.

September 15. The President of Kazakhstan paid his first official visit to Bulgaria. H.E. Nursultan Nazarbayev met with Bulgarian President H.E. Peter Stoyanov. Two leaders defined potential areas of mutually beneficial cooperation.

September 17. The President of Kazakhstan H.E. Nursultan Nazarbayev paid an official visit to the Ukraine.

September 23. H.E. Vladimir Putin arrived in Kazakhstan on an official meeting.

October 4. The President of Kazakhstan met in Astana OSCE Acting Chairman, Minister of Foreign Affairs of Norway H.E. Knut Vollebaek.

October 5. The President of Kazakhstan H.E. Nursultan Nazarbayev paid an official visit to Iran. During the meeting of Kazakh and Iranian leaders a number of important agreements were signed.

October 5. The President of Kazakhstan met H.E. D.Wolf, US President’s Special Adviser on energy matters in Caspian region. During the meeting two sides discussed the potential export routes of Kazakh oil and attached special attention to Baku-Tbilisi-Ceyhan pipeline project.

October 23. In Prague the President of Kazakhstan held a meeting with the President of Czech Republic H.E. Vaclav Havel. Two leaders discussed the prospects of bilateral cooperation. Several important agreements were signed.

October 29. The President of Poland H.E. H.E. Aleksander Kwaśniewski arrived in Kazakhstan on an official visit.

November 3. The President of Belarus H.E. Alexander Lukashenko arrived in Kazakhstan on an official visit.

November 10. H.E. Emil Constantinescu, the President of Romania, paid an official visit to Kazakhstan.

November 18. The President of Kazakhstan participated in OSCE summit meeting in Istanbul. During the event the OSCE Charter for European Security was issued. The Presidents of Azerbaijan, Georgia, Kazakhstan, Turkey and Turkmenistan signed the Istanbul Declaration where they expressed support for Baku-Tbilisi-Ceyhan pipeline project.

November 22. In Almaty the first meeting of Kazakhstan-EU Cooperation Committee was held. The participants of the event discussed the prospects of mutually beneficial interaction in political, economic and cultural cooperation.

November 22. The President of Kazakhstan paid an official visit to Mongolia. H.E. Nursultan Nazarbayev met with his Mongolian counterpart H.E. Natsagiin Bagabandi.

November 23. The President of Kazakhstan arrived in Beijing an official visit and held a meeting with Chinese leader H.E. Jiang Zemin. Two Presidents signed Joint Declaration between Kazakhstan and China on further cooperation in XXI century and Joint Communiqué on complete settlement of border disputes.

December 6. The President of Kazakhstan paid an official visit to Japan. H.E. Nursultan Nazarbayev met with Prime Minister H.E. Keizo Obuchi. The Joint Declaration on friendship, partnership and cooperation was signed.

December 16. H.E. Yerlan Idrissov, Minister of Foreign Affairs of Kazakhstan, visited NATO headquarters in Brussels and participated in Ministerial NATO Euro-Atlantic Partnership Council meeting.

December 16. H.E. Nursultan Nazarbayev paid a visit to Spain. The President of Kazakhstan was granted an audience with H.M. King of Spain Juan Carlos and Prime Minister H.E. Jose Maria Aznar.

December 17-21. The President of Kazakhstan paid an official visit to the United States of America. H.E. Nursultan Nazarbayev held bilateral meetings with UN Secretary General H.E. Kofi Annan, President of the United States H.E. Bill Clinton, Vice President H.E. Albert Gore.
