YERZHAN ASHIKBAYEV

Yerzhan Ashikbayev was born on June 16, 1974 in Almaty, Kazakhstan. In 1998, he graduated from the Al-Farabi Kazakh State National University with BA degree in International Relations. In 2012, he graduated with Master’s degree in Public Administration from the John F. Kennedy School of Government at Harvard University as the “Bolashak” Scholar. Yerzhan Ashikbayev started his career at the Ministry of Foreign Affairs of the Republic of Kazakhstan in 1998 as a desk officer at the Asia, Middle East and Africa Division of the Fourth Department. From 1999 to 2001, he held consecutive positions of Attaché, Third and Second Secretary at the Department for International Economic Cooperation. From 2001 to 2002 Mr.Ashikbayev served as Head of the Unit for Economic Cooperation with Europe and the Americas at the Economic Policy Department. In 2002, Yerzhan Ashikbayev was posted as First Secretary to the Embassy of Kazakhstan in Brussels. In March, 2005 he returned to the Foreign Ministry as Deputy Director of the Department for International Humanitarian and Economic Cooperation. In June, 2005 he was appointed Head of Foreign Minister’s Chancery. In 2007-2009, he served as Chairman of the International Information Committee; from 2009 to 2011 he held the position of Ambassador-at-Large – Advisor to the Minister of Foreign Affairs. In September, 2012 he was appointed Deputy Head of Prime Minister’s Office and in October, 2012 – Head of the Foreign Policy Center at the Presidential Administration. Since December, 2013 Yerzhan Ashikbayev serves as Deputy Minister of Foreign Affairs of the Republic of Kazakhstan. He speaks English, Turkish and French, and holds a diplomatic rank of 1st Class Counsellor. Yerzhan Ashikbayev is married with two children.

ALEXEI VOLKOV

Born on May 21, 1958 in Almaty. He graduated from the Kazakh State University named after S.Kirov, Courses of Malaysian Institute of Diplomacy and Foreign Relations. Holds a PhD in history. From 1981 up to 1991 worked at Kazakh Polytechnic Institute and Kazakh State University (Almaty) carrying out scientific research. 1991-1992 - Consultant to the Ministry of Education of the Republic of Kazakhstan. Since 1992 works in the system of the Ministry of Foreign Affairs of the Republic of Kazakhstan – Second Secretary, First Secretary, Chief of the United Nations Section. From 1994 – Head of the United Nations and International Organizations Unit. From 1996 to 1999 – Counsellor of the Embassy of the Republic of Kazakhstan to the Swiss Confederation, Minister-Counsellor, Deputy Head of the Permanent Mission of the Republic of Kazakhstan to the UN Office in Geneva (Switzerland). From 1999 to 2003 – Head of the Secretariat of the Assistant to the President of the Republic of Kazakhstan, State Inspector of the Secretariat of the Administration of the President of the Republic of Kazakhstan. From May, 2003 up to September, 2005 - Deputy Minister of Foreign Affairs of the Republic of Kazakhstan. From 2005 to 2012 served as an Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to the Republic of Poland. Since February, 2012 was appointed as Deputy Minister of Foreign Affairs of the Republic of Kazakhstan. Holds the diplomatic rank of Ambassador Extraordinary and Plenipotentiary. Was awarded the anniversary medals “10 years of the Independence of the Republic of Kazakhstan” in 2001, “10 years of the Parliament of the Republic of Kazakhstan” in 2006, “10 years of Astana” in 2008, marked with the Gratitude of the President of the Republic of Kazakhstan in 2008 and 2010, the Order "Kurmet" in 2011, medal "20 years of independence of the Republic of Kazakhstan" and the Order of "St. Mary Magdalene" of the Autocephalous Orthodox Church of the Republic of Poland. In 2012 he was awarded the Commander's "Order of Merit to the Republic of Poland". The author of the book “20 years of the establishment of diplomatic relations between Kazakhstan and Poland” published in Kazakh, Polish and Russian languages. Fluent in English and Polish. SAMAT ORDABAYEV

S.Ordabayev was born on 13 January 1958. He graduated from the Kazakh Agricultural Institute in 1980. In 1981-1983, he pursued postgraduate studies at the EB VASKhNIL (The Eastern Branch of the All-Union Academy of Agricultural Sciences). In 1989, in Leningrad he defended a PhD thesis. From July 1983 to 1990, S.Ordabayev was engaged in research. From 1990 to mid-1992, he headed a Unit of the KazNIINTI (Kazakh Research Institute of Scientific and Technical Information and Technical and Economic Research) under the State Economic Committee of the Kazakh SSR. From August 1992 to September 1993, he served as Scientific Secretary of the Kazakh Academy of Agricultural Sciences. In 1993-1995, S.Ordabayev was Deputy Head of Directorate of the Ministry of Science and New Technologies. From September 1995, he was Head of Unit of the State Committee for CIS Cooperation of the Republic of Kazakhstan. In 1998-2000, he was Second Secretary, First Secretary, Head of Unit, Head of Directorate of the Ministry of Foreign Affairs of the Republic of Kazakhstan. From 2000 to 2003, he was Counsellor of the Embassy of the Republic of Kazakhstan to the Republic of Belarus. Since 2004, he served as Deputy Chairman of the Committee for CIS Affairs and later, as Director of the Department for CIS Affairs of the MFA of the Republic of Kazakhstan. In 2006, he was appointed Deputy Chairman of the Executive Committee – CIS Executive Secretary (Minsk). 2007-2013, he served as Minister-Counsellor of the Embassy of the Republic of Kazakhstan to the Russian Federation (Moscow). Samat Ordabayev holds the rank of 1st class Counsellor. He speaks English. Among his awards are the medals “10 Years of the Constitution of Kazakhstan” (2005) and “10 Years of Astana” (2008), as well as a Letter of Appreciation of the President of the Republic of Kazakhstan (2007). He is married and has one child.
