The Republic of Indonesia recognized the independence of the Republic of Kazakhstan on December 28, 1991.
The diplomatic relations between Kazakhstan and Indonesia were established on June 2, 1993.
Initially Embassy of Indonesia in Moscow was accredited as the non-resident Embassy to Kazakhstan, but then in 2007 that function was taken over by the Embassy of Indonesia in Tashkent. On December 29, 2010 the Embassy of Indonesia was officially opened in Astana.
From 1996 until July 2012 Embassy of Kazakhstan to Malaysia was accredited as the non-resident Embassy of Kazakhstan to Indonesia.
On August 2012 the Embassy of Kazakhstan was officially opened in Jakarta.
On November 26, 2012 Ambassador of Indonesia F.Gultom presented his credentials to the President of Kazakhstan N.A.Nazarbayev.
On October 17, 2012 Ambassador of Kazakhstan A.T.Orazbay presented his credentials to the President of Indonesia S.B.Yudhoyono.
Since May 2017, H.E. Rahmat Pramono is the Ambassador Extraordinary and Plenipotentiary of Indonesia to Kazakhstan.
An important period in the history of Kazakh-Indonesian relations is April 1995. On April 6-8, 1995 President Suharto paid a state visit to Kazakhstan. The reciprocal state visit of the President Nazarbayev to Indonesia took place during the period of June 22-26, 1995.
State visits of the President of Kazakhstan N.A.Nazarbayev to Indonesia on April 12-14, 2012 and of the President of Indonesia S.B.Yudhoyono to Kazakhstan on September 1-3, 2013 have led the Kazakh-Indonesian relations to a higher level and have given a new impulse for their further intensification.
In August 1994, Minister of Foreign Affairs of the Republic of Kazakhstan K.B.Saudabayev visited Indonesia with an official visit.
On May 14-16, 2008 Minister of Foreign Affairs of the Republic of Indonesia H.Vriayuda paid a working visit to Kazakhstan.
In 2006-2007 consultations between the Foreign Ministries of Kazakhstan and Indonesia were held in Astana.
On June 7-9, 2011 Astana was visited by a delegation of Indonesia led by Vice President of Indonesia Boediono to participate in the VII World Economic Forum titled “Global economic development: relationship, competition and cooperation".
On June 28-30, 2011 Minister of Foreign Affairs of Indonesia Marty Natalegawa took part in the 38th Session of the Council of Ministers of Foreign Affairs of the Organization of the Islamic Conference which was held in Astana.
On October 23-25, 2011 Chairman of the Constitutional Court of the Republic of Indonesia Mahfud and Judge of the Constitutional Court of the Republic of Indonesia I.Farida visited Astana with a working visit upon the invitation of Chairman of the Constitutional Council of Kazakhstan.
On March 7-13, 2012 Deputy Minister of Foreign Affairs of the Republic of Indonesia M.Suprapto visited Kazakhstan. In the same year on September 12 Deputy Minister of Foreign Affairs of Indonesia Vardana participated in the IVth Conference on Interaction and Confidence Building Measures in Asia.
On August 28-31, 2014 Minister of Foreign Affairs of Kazakhstan E.A.Idrissov paid an official visit to the Republic of Indonesia. In the framework of the visit on August 30-31 there were held bilateral talks with the participation of the President of the Republic of Indonesia S.B.Yudoyono and Minister of Foreign Affairs of the Republic of Indonesia Marty Natalegawa. During the talks issues related to the bilateral relations and their future were discussed as well as they exchanged their views on topical issues of the international agenda. As a result of the visit a Memorandum of Understanding on bilateral consultations between the Foreign Ministries of the two countries was signed. Furthermore, E.A.Idrissov took part in the VI Global Forum of the UN Alliance of Civilizations which was held on August 28-31, 2014 in Bali.
On February 24-25, 2016 Director General on New, Renewable Energy and Energy Conservation of the Ministry of Energy and Mineral Resources of Indonesia – National Commissioner of Indonesia to EXPO-2017 R.Mulyana participated at the 2nd Meeting of international participants held in Astana as a preparatory meeting to the EXPO-2017 exhinition.
On March 14, 2016 Vice Minister of Agriculture of Kazakhstan E.Kosherbayev paid a visit to Jakarta in the framework of which he had talks with the First Deputy Minister of Agriculture of Indonesia H.Priyono and Vice Minister of Foreign Affairs of Indonesia A.M.Fahir regarding an issue of joining by Indonesia the Islam Food Security Organization with the headquarters in Astana.
On April 15, 2016 Commissioner of EXPO-2017 R.Zhoshybayev paid a visit to Jakarta where he met Minister of Energy and Mineral Resources of Indonesia S.Said, National Commissioner of Indonesia to EXPO-2017 R.Mulyana, Director General of Public Diplomacy of the Ministry of Foreign Affairs of Indonesia E.Andayani. The Commissioner also took part at the round table meeting participated by representatives of Indonesian business in the aftermath of which a contract on Indonesia's participation in the EXPO-2017 was signed.
On April 26-28, 2016 Advisor of the Minister of Agriculture of Indonesia on innovation and technology of Indonesia M.Suykur participated at the Inaugural Session of the General Assembly of the Islam Food Security Organization and the 7th Conference of Agriculture Ministers of OIC countries.
On October 19, 2016 Secretary of the Directorate General on New, Renewable Energy and Energy Conservation of the Ministry of Energy and Mineral Resources of Indonesia D.Kusdiana paid a working visit to Astana to discuss issues related to Indonesia's participation in the EXPO-2017.
Cooperation in the sphere of parliamentary ties between the two countries is gaining activity. In particular, during April 28 and May 3, 2013 the delegation headed by the Deputy Chairman of the International Affairs Committee of the House of Representatives of Indonesia R.Pohana visited Kazakhstan with an official visit.
On December 2-5, 2013 a member of the Mazhilis of the Parliament of Kazakhstan M.B.Tinikeev took part in the work of the Parliamentary Conference on the WTO held in Bali.
On September 20-23, 2014 a parliamentary delegation of the Republic of Indonesia visited Kazakhstan. During the visit Indonesian MPs met with MPs of the Mazhilis of the Parliament of Kazakhstan and with the leadership of Kazakhstan's Foreign Office.
On November 12-13, 2014 MPs of the Mazhilis of the Parliament of Kazakhstan O.N.Oxikbaev and S.Zh.Ospanov took part in the parliamentary event titled “Achievements of the Millennium Development Goals and Post-2015 Development" held in the city of Surabaya.
On August 28-31, 2014 a member of Senate of the Parliament of Kazakhstan, Secretary of the Committee of International Relations, Defense and Security B.Aytimova participated in the VI Global Forum of the UN Alliance of Civilizations, held in Bali.
From March 30 until April 1, 2015 the Indonesian Parliamentary delegation led by Deputy Chairman of the House of Representatives of the Republic of Indonesia F.Hamza visited Astana with an official visit.
On April 19-24, 2015 Deputy Chairman of the Mazhilis of the Parliament of Kazakhstan A.T.Tasbulatov took part at the Asian-African Summit, in the work of the Parliamentary Asian-African Conference, as well as at the meeting of Senior Officials and Ministers of Asian and African countries which were held in Jakarta.
On August 19-20, 2015 Members of the Senate of the Parliament of Kazakhstan S.Bilyalov and A.Kuzekov participated at the meeting of the Standing Committee on Economic Affairs and Development of the Asian Parliamentary Assembly which was held in Jakarta.
On August 28, 2015 on the occasion of the 20th Anniversary of the Constitution of the Republic of Kazakhstan a delegation of Indonesia participated in the work of the international conference titled “The Constitution: unity, stability and prosperity".
On May 30 – June 1, 2016 a member of the National Consultative Assembly of Indonesia M.Thomafi and a member of the House of Representatives of Indonesia H.Mukhlisin participated at the conference titled: “Religion against terrorism" hosted by Astana. In the framework of the visit they had a meeting with the Chairman of the Committee on International Affairs, Defense and Security of Mazhilis of the Parliament of Kazakhstan M.Ashimbayev.
On September 26-27, 2016 a member of the House of Representatives of Indonesia D.Iskhak took part at the Asian Inter-parliamentary Forum on Science, Technology and Innovations jointly held by Mazhilis of the Parliament of Kazakhstan, the Islamic Educational, Scientific and Cultural Organization (ISESCO) and the Islamic Development Bank.
On December 2-10, 2016 a parliamentary delegation of Indonesia led by Chairman of Commission VI on Industry, Investment, Small and Medium Enterprises and State Enterprises of the House of Representatives of Indonesia A.A.Natavijana and a member of the Committee on Inter-Parliamentary Cooperation S.Tamliha paid a working visit to Astana. In the framework of the visit the Indonesian parliamentarians met with a member of Mazhilis of the Parliament of Kazakhstan B.Tasbolatov. the visit resulted in signing a Memorandum of Understanding on cooperation between the House of Representatives of Indonesia and Mazhilis of the Parliament of Kazakhstan. Besides that, the Indonesian parliamentarians held a talk with Deputy Minister of Investment and Development of Kazakhstan E.Khairov.
Co-operation within international organizations and fora
Over the last period of time interaction between Kazakhstan and Indonesia as well as exchange with supports within international organizations have enhanced. In particular, Indonesia supported the candidature of Astana for hosting the International Exhibition “EXPO-2017" and in the course of the election on the accession of the Republic of Kazakhstan's candidature to the World Heritage Committee of UNESCO in Paris in 2013. Indonesian Side also supported Kazakhstan's candidature for accession to full membership in the Forum of Europe and Asia (ASEM) which was held in October, 2014. Indonesia in general supports Kazakhstan's initiative to become a member of the ASEAN Regional Forum. Moreover, Indonesian Side expressed its general support on establishment of the Islamic Organization on Food Security of the Organization of Islamic Cooperation (OIC) with the headquarters in Astana and supports the draft Charter of the IOFS. In turn, Kazakhstan supported the initiative of the Republic of Indonesia to the ICAO, the International Fund for Agricultural Development and the International Postal Union.
The both countries attach great importance to bilateral cooperation in the development of a democratic society. Since 2012, delegations of the Republic of Kazakhstan have been annually taking part in the Bali Democratic Forums.
On 3-9 December, 2013 Kazakhstan delegation headed by the Minister for Economic Integration of Kazakhstan Zh.S.Aytzhanova took part in the 9th Ministerial Meeting of the World Trade Organization in Bali.
On January 24, 2014 the Secretary-General of ASEAN Le Lyuong Minh was handed a letter of Minister of Foreign Affairs of Kazakhstan E. Idrissov regarding appointment of the Ambassador of Kazakhstan to Indonesia A.T.Orazbay as Kazakhstan's ambassador to the ASEAN.
Indonesia, actively participating as an observer in the work of the Conference on Interaction and Confidence Building Measures in Asia is considering the possibility for full membership of the organization.
On August 19, 2015 in the letter of the President of the Republic of Indonesia Joko Widodo, addressed to President of Kazakhstan, the Republic of Indonesia officially confirmed its participation in the International specialized exhibition “EXPO-2017" which was held in 2017 in Astana.
Delegations of the two countries at the level of Deputy Ministers of Health have been regularly taking part in the OIC Health Ministers' conferences (on September 29 – October 1, 2011 in Astana, on 21-24 October, 2013 in Jakarta, March 24-27, 2014 in Jakarta).
On July 27-28, 2015 Deputy Minister of Defense of the Republic of Kazakhstan T.Mukhtarov and a representative of the Defense Ministry under the Office of the Permanent Representative of Kazakhstan to the UN A.Kabentaev participated at the conference of the Asia-Pacific region for the United Nations peacekeeping issues with a topic “Comprehensive strategies dedicated to peacemaking: the possibility of the United Nations and increase the effectiveness of peacekeeping operations the responses" which was held in Jakarta.
On March 6-7, 2016 Ambassador of Kazakhstan to Indonesia A.Orazbay participated at the 5th Extraordinary OIC Summit on Palestine and Al-Quds Al-Sharif hosted by Jakarta.
On May 15-19, 2016 Advisor of the Minister of Investment and Development of Kazakhstan E.Baidaulet took part at the 41st Annual Meeting of the Group of Islamic Development Bank held in Jakarta.
On June 2, 2016 at the 3rd session of the Working Group on Investment and Infrastructure held in Denpasar in the framework of G20, Kazakhstan was represented by Managing Director of “Kaznex Invest" JSC A.Taigulov.
On October 25-26, 2016 a delegation of Indonesia headed by Deputy Coordinating Minister for Economic Affairs of Indonesia M.Girianna participated the 35th meeting of the Council of Extractive Industry Transparency Initiative hosted by Astana.
Over the last time there has been seen a positive dynamic of the development of the bilateral economic cooperation. So if in 2014, the trade turnover amounted to 39.1 million of USD (of which Kazakhstani exports – 4.1 million of USD, import - 35 million of USD), in 2015 it already reached 49.9 million of USD (of which Kazakhstani exports – 18.9 million of USD, import - 35 million of USD).
However, due to decline in the world economy's growth as a result of the crisis the trade turnover between Kazakhstan and Indonesia in the period of January-October 2016 decreased by 66.9 percent comprising 14.8 million of USD. Kazakhstani exports reached only 1.1 million of USD which was by 92.9 percent lower than in similar period of the previous year, while import fell down by 52.3 percent and amounted to 13.7 million of USD. The decline of the trade turnover took place mostly due to decrease of the volume of export-import operations between the both countries. Reduction of Kazakhstani import was likely due to State Programs on import substitution being implemented in Kazakhstan. Besides that the main factor constraining development of the bilateral trade-economic cooperation is the lack of developed transport-logistics routes.
Mainly Kazakhstan exports to Indonesia metals and their products, machinery and various tools, chemical products. Indonesia exports to Kazakhstan livestock products, food products, metal and their products, machinery, equipment, vehicles, various tools, jerseys, shoes, and other products.
In October 2011 the Indonesian delegation comprised of representatives of big business led by a representative of the Honorary Consulate of the Republic of Kazakhstan in the Republic of Indonesia A.Vidzhayana visited Astana to explore business opportunities.
On March 7-13, 2012 the Indonesian delegation headed by Deputy Minister of Foreign Affairs of the Republic of Indonesia M.Supraptona and Deputy Coordinating Minister for the economic affairs A.Lukman visited Kazakhstan to discuss trade and economic cooperation between the two states.
On May 21-23, 2012 Coordinating Minister for economic affairs of Indonesia H.Radzhasa and Minister of Industry of the Republic of Indonesia M.Hidayat visited Astana to take part in the V Astana Economic Forum. During the Forum a Kazakh-Indonesian business-forum was held by the Ministry of Industry and New Technologies of Kazakhstan and the National Agency for Export and Investment «KAZNEX INVEST». During the forum Memorandums of understanding between the «KAZNEX INVEST» and the Indonesian Chamber of Investment and between companies of JSC "KazMunaiGas" and PT «Pertamina» were signed.
On May 22-24, 2013 a delegation led by the Deputy Coordinating Minister for economic affairs of Indonesia R.Lukman took part in the VI Astana Economic Forum and the World Anti-Crisis Conference.
On August 21-22, 2013 the first meeting of the Intergovernmental Joint Commission on Economic Cooperation co-chaired by the Minister of Economy and Budget Planning of Kazakhstan E.Dossaev and Coordinating Minister for economic affairs of Indonesia H.Radzhasa was held in Jakarta. Following the meeting, the parties agreed to cooperate in five areas (trade and investment, industry, agriculture and infrastructure; oil, gas and energy; transport and logistics, banking, Islamic finance and pharmaceuticals).
On April 28-30, 2014 Bandung hosted a second round of negotiations on the draft Convention for the avoidance of double taxation between the representatives of the Ministry of Finance of Kazakhstan and the Ministry of Finance of Indonesia.
On May 22-23, 2014 Director General of Health Services A.Taher and Director of the Department of tax regulation of Indonesia P.M.Hutagaol took part in the VII Astana Economic Forum and the World Anti-Crisis Conference.
On May 4-6, 2014 the business delegation of South Kazakhstan region visited Jakarta in order to establish business ties with the regions of the Republic of Indonesia. In the framework of the visit the Chamber of Commerce of Indonesia organized the Kazakh-Indonesian Business Forum and an official meeting of the delegation with the Deputy Governor of Jakarta B.Purnama.
On September 8-10, 2015 the second round of negotiations on the draft Convention for the avoidance of double taxation between the representatives of the Ministries of Finance of Kazakhstan and Indonesia was held in Astana.
On October 29-30, 2015 the Indonesian company «PT. Widya Karya Persada» under the Ministry of Defense of Indonesia visited Astana to take part in the VI International Investment Forum. During the visit the delegation held meetings with the leadership of the Ministry of Defense of Kazakhstan and the company “Kaz Engineering" to discuss issues related to the bilateral cooperation on promotion of military-technical products of Kazakhstan in the Indonesian market.
On November 3-4, 2015 the delegation headed by the First Vice-Minister of National Economy of Kazakhstan M.A.Kusainov visited Jakarta to attend the 8th meeting of the negotiators on the establishment of Asian Infrastructure Investment Bank.
On April 13, 2016 Ambassador of Kazakhstan to Indonesia A.Orazbay met the Minister of Transportation of Indonesia I.Jonan. The main purpose of the meeting was discussion of opportunities to use by the Indonesian Side the Iranian port Bander-Abbas and the Kazakhstani terminal in Chinese port Lyanungan along with the Free Economic Zone in Khorgos as alternative transportation-logistic routes between Kazakhstan and Indonesia. The meeting resulted in presenting the Kazakhstani terminal in Chinese port Lyanungan on May 10, 2016 in Jakarta by Director General of Kazakhstani-Chinese International Logistical Company Lu Been and his Deputy K.Nuraly which was done with support of “Kazakhstan Railways" National Company" JSC.
On May 25-26, 2016 Ambassador of Indonesia to Kazakhstan F.Gultom attended at the IX Astana Economic Forum.
On May 25-27, 2016 Indonesian “PT. Mayora Group Tbk." Participated at the 18th Kazakh International Exhibition of Food Industry “Inter Food".
On September 3-11, 2016 a delegation from Kazakhstan composed of representatives of the Ministry of Investment and Development, National Chamber of Entrepreneurs “Atameken", Chamber of Commerce, Association of tourist operators and regions of Kazakhstan visited Jakarta. In the framework of the visit the delegation participated in the International Tourist Exhibition «Pata Travel Mart 2016». On the side-lines of the Exhibition the President of Association of tourist operators of Kazakhstan A.Nurkebayeva met with the President of Association of tourist operators of Indonesia “ASITA" in the aftermath of which a Memorandum on cooperation between the associations in the field of tourism was signed.
On September 29, 2016 Governor of International Finance Center Astana K.Kelimbetov paid a visit to Jakarta to participate the ceremony of the International Award on Islamic Finance (GIFA 2016). Within the visit he met Deputy Minister of Finance – Chairman of Agency on Fiscal Policy of Indonesia S.Nazar, President of «Bank Syariah Mandiri» A.Sudiarto and Chairman of Financial Services Authority (OJC) M.Hadad. The meeting with M.Hadad resulted in signing a Memorandum of understanding on cooperation in the field of financial markets.
On October 21, 2016 a delegation led by Head of Center of Artificial Insemination “Singosari" of the Ministry of Agriculture of the Republic of Indonesia Enniek Herwijanti paid a working visit to Astana. In the framework of the visit she met with Chairman of the Board JSC “Republican Center for livestock breeding “Asyl tulіk" Alzhan Shamshidin and discussed issues related to cooperation on selection works between the breeding centres of Singosari and JSC Republican Centre “Asyl Tulik".
On November 1-3, 2016 a representative of the Special Taskforce on Oil and Gas “SKK MIGAS" of Indonesia M.Ernata visited Astana to attend the 3rd Annual Caspian Conference and Exhibition of the Society of Oil Industry Engineers.
On November 2, 2016 representatives of Indonesian business in the field of pharmaceutics headed by Chairman of National Agency for Drug and Food Control of Indonesia P.K. Lukito visited Almaty where they met with the Director General of NCEMMDME of Kazakhstan A.Shoranova and signed an Agreement on Cooperation.
On September 19-21, 2016 Director of Strategic Analysis of the Directorate-General for Defense Strategy under the Ministry of Defense of Indonesia, Air First Marshal N.P.Djawoto paid a working visit to Astana to meet with Kazakhstani counterparts to further enhance bilateral cooperation in the field of joint strategic industries. During the visit, Indonesian delegates met with the representatives of the International Cooperation Department of the Ministry of Defense of the Republic of Kazakhstan and academicians of the Center for Military Strategic Research.The counterparts exchanged views on key issues of strategic policy and discussed the dynamics in the region as well as discussed issues related to military education, technologies and military cooperation in general.
Cultural and humanitarian cooperation
The cultural and educational cooperation between the two countries have been so far consistently expanding and deepening.
From January 30 until February 6, 2011 Indonesian athletes took part in the Asian Winter Games which were held in the cities Astana and Almaty. Apart from that on 16-18 June, 2011 Indonesian athletes and gymnasts participated in the Asian championship of rhythmic gymnastics in Astana.
On December 4-6, 2012 Adviser to the President of Kazakhstan, Chairwoman of the National Commission for Women Affairs, Family and Demographic Policy under the President of Kazakhstan G.Abdikalykova participated in the 5th OIC conference on the role of women in the development of state which was held in Jakarta.
Indonesia supports Kazakhstan's initiative of convening the Congress of Leaders of World and Traditional Religions. Thus, Indonesia's delegation took part in the III Congress of Leaders of World and Traditional Religions.
On September 2-4, 2013 in the framework of the state visit of the President of the Republic of Indonesia S.B.Yudoyono to Kazakhstan, Astana held the Days of Culture of Indonesia during which there were organized a gala concert, a photo exhibition devoted to the Indonesia culture and friends as well as an exhibition of traditional knitwear.
On May 12-14, 2014 for the first time ever in the history of the bilateral relations Jakarta held the Days of Culture of Kazakhstan. The delegation led by Vice-Minister of Culture of the Republic of Kazakhstan A.Boribaev introduced the Kazakh traditions and culture to the Indonesian public. Within the framework of the Days of Culture there were organized a gala concert and a photo exhibition as well as films “The Leader's way" and “Zhauzhurek" were screened. The Vice-Minister A.Boribaev met with the Minister of Education and Culture of the Republic of Indonesia M.Nuh during which they discussed the possible ways of development of the bilateral relations in the cultural sphere.
On December 21, 2013 with the Embassy's assistance a meeting of heads of the University named after D.A.Kunayev and the “Gunadarma" University was conducted in Jakarta as a result of which a Memorandum on cooperation and understanding was signed. It gave a new impulse for further development of cooperation in science and technology between the two countries. So, on March 8-12, 2015 a delegation of the “Gunadarma" University visited the University named after D.A. Kunayev and Women Pedagogic Institute and where they discussed possible ways for further development of cooperation in the scientific and technical field. As the result of the meeting several document on cooperation were signed. On June 15, 2015 in conjunction with the “Gunadarma" University the Embassy of Kazakhstan organized in Jakarta a scientific conference with the participation of the teaching staff of Indonesian universities devoted to the development of bilateral cooperation between Kazakhstan and Indonesia in science and technology.
On March 14-23, 2015 National Women's Handball Team of Kazakhstan participated in the Women Handball World Championship held in Jakarta. Later, on 10-11 November the Kazakhstan's National Wushu Team took part in the International Wushu Championship held in Jakarta.
On November 19, 2015 the Embassy participated in the organizational work of the "Charity Bazaar" which is held annually in Jakarta.
On May 31 – June 2, 2016 an Indonesian delegation led by the Chairman of Indonesian Association of Computing and Informatics Z.Hasibuan visited Almaty. The delegation signed a Memorandum of Understanding with 9 universities in Kazakhstan as a result of negotiations held in Eurasian Academy of Law named after D. A. Kunayev.
On November 27 – December 8, 2016 a cultural delegation comprised of an honored art worker of the Republic of Kazakhstan, Professor of the Kazakh National Academy of Arts named after Temirbek Zhurgenov, “Platinum Tarlan" independent prize winner S.Bapanova, an honored art worker of the Republic of Kazakhstan, Member of the Kazakhstan Union of Artists S.Rysbekov as well as honored art workers of the Republic of Kazakhstan, members of the Union of Artists of Kazakhstan R.Bazarbayeva and G.Omirzak visited Jakarta. In the framework of the visit their handiworks were exhibited and shown at the Embassy of Kazakhstan and the Art Center “Hadiprana", as well as fashion shows were organized at the International Women Club and during the Embassy's state reception dedicated to the 25th Anniversary of Independence of Kazakhstan.
