Kazakhstan cooperates with the Council of Europe and its institutions since 1997.
On 10-12 October 2011 the CoE Secretary General Thorbjorn Jagland paid a visit to Kazakhstan. In March 2010, Kazakhstan acceded to the European Cultural Convention of 1954 and became a member state of the Bologna Declaration. This step facilitates Kazakhstan’s further integration into the global educational process.
In March 2012 Kazakhstan joined the European Commission for Democracy through Law of the Council of Еurope (Venice Commission). This was a clear demonstration of the solid democratic choice of Kazakhstan.
Kazakhstan also continues cooperation between the Parliament of the Republic of Kazakhstan and the Parliamentary Assembly of the Council of Europe (PACE) on the basis of the Agreement on Cooperation in 2004. Delegation of the Parliament of the Republic of Kazakhstan participates in the PACE plenary sessions in Strasbourg on a regular basis (4 times per year).
At this stage, one of the main directions of cooperation between Kazakhstan and the Council of Europe is Kazakhstan’s accession to the European Convention sin the field of criminal justice and the fight against corruption. Kazakhstan’s accession to these conventions will enable the country to fully participate in e creation of a pan-European legal space.
In December 2013 the Committee of Ministers formally approved the ‘step by step’ Action Plan on Kazakhstan's accession to the target CE conventions in the field of criminal justice (‘Priorities for neighborly cooperation of Kazakhstan for 2014-2015 are conventions of Council of Europe on cooperation in criminal field’).
In December 2013 Kazakhstan and the Council of Europe signed the Joint Declaration on enhancing cooperation. The signing of the Joint Declaration is the final approval of the Action Plan and marks the beginning of its implementation in 2014.
